A man who sexually abused male and female children has been sentenced to preventive detention after his third conviction for underage sexual offences The judge said that in the late 1990s Holster had abused two boys under the age of 10 and had sex with a 15-year-old girl. He had received one non-custodial sentence of four months and a 2 year 6 month prison term for the offences.
Holster had twice attended the STOP programme, completing the course once. While in prison, he spent 23 weeks on another programme designed to stop adult males sexually offending against young people.
Justice Christine French said to Holster when sentencing him "you are not remorseful and show a lack of insight into the harm you have caused.... having regard to all the information before me, a finite sentence leaves open the real possibility that you may be released upon its expiration while still a significant risk to the community. A sentence of preventive detention however will protect the community from harm by guaranteeing you will not be released until your risk of offending has been adequately addressed. There will also be the ongoing protection offered by life parole and the sanction of recall."
