The Parole Board decision 18.06.07 details that reports show him to be at a "high" risk of reoffending. The psychological assessment showed his static AS assessment to be at "medium high" and his psychopathy checklist screening version (PCLSV) to be "high". His overall risk is said to be at a "high" risk of reoffending. He has been taking drugs while in prison and was IDU8 in 2007.

Police patrol cars and a Garden City helicopter searched western Christchurch last night for three escapers from Paparua Prison who have been described as extremely dangerous. The men, who had not been found by 1am today, escaped by breaking through a prison wall and getting away over adjacent empty paddocks. They had last been seen in the prison gymnasium about 7pm.
Sergeant Derek Erasmus said the police last night were checking several Christchurch addresses.The men are Jason Parish, 23, 168cm tall; Sean Patrick Broderick, 29, 187cm tall; and Glen Norman Jack-Kino, 24, 185cm tall. All three are described as medium-built Maoris. Jack-Kino was serving preventive detention for rape and sexual violation. Yesterday's break-out brings to nine the number of prisoners who have escaped from Paparua Prison since the beginning of December.
Mr Jack-Kino attacked his latest victim after she went with some friends to a local hotel for a social night out. Once inside and seated they were joined by three men previously unknown to them whose company they had not sought or encouraged. One of them, Jack-Kino, proceeded to make personal comments and advances to the complainant despite her efforts to discourage him. To get away from him the complainant left the table and spoke to others friends present. The complainant did not see Mr Jack-Kino rest of the evening at the hotel and later, her friends having already left, she decided to walk home. Outside the hotel the offender again approached the complainant. He insisted on accompanying her despite repeated requests that he should stop following her.
Eventually Mr Jack-Kino became frustrated and at one point pushed the complainant into a fence, an incident which possibly was the same as that witnessed by an independent person. After this the complainant became scared and began to walk faster. Mr Jack-Kino grabbed the complainant and threw her over a fence into an empty property. The complainant yelled and swore at Mr Jack-Kino who responded by telling her to shut up and put his hand over her mouth. He took off the complainant's jeans and she alleged that he raped her once at that stage, but the jury found Mr Jack-Kino not guilty on that count. Mr Jack-Kino threatened to kill the complainant and dragged her further into the property before forcing her to commit oral sex on him and he then committed oral sex on her.
