From the Manawatu Standard 29th July 2004
A 27-year-old man was sentenced to 10 years in prison at the High Court in Palmerston North yesterday for the rape and sexual assault of a woman in Ongley Park in 2002. Joseph Warren Lepper was found guilty last month of raping and sexually assaulting a 51-year-old woman in Ongley Park , and appeared before Justice Miller yesterday for sentencing. Justice Miller said there was only one mitigating factor - a head injury Lepper had suffered in a car crash in 1994.
"You were indifferent to the victim throughout the attack, and have shown no remorse," he said. "The impact on the victim was severe, and her horizons have shrunk considerably. The only mitigating factor is your head injury, and that will be taken into account. It is to be hoped you will receive psychiatric help while your are in prison. "He then sentenced Lepper to 10 years for the rape and seven years for the sexual assault, to be served concurrently. Justice Miller set a minimum non-parole period of five years.
