"Ra O'Dowd, aged 40, had been accused of beating 29 year old Conquest Rhett Tuau to death on February 18. A neighbour 25 year old Shaun Allan Jacobs was found not guilty of murder but manslaughter. The jury took three hours to reach the verdict. Both men were remanded by Justice Gallen to the High Court at Wellington on December 15 for sentencing"

A convicted murderer's attempt to appeal against the 13 years he must serve for a 1994 killing in Napier has failed. Ra Albert O'Dowd was found guilty of murdering Conquest Rhett Tuau and sentenced to serve at least 13 years of his life jail term. He has now tried to appeal against the 13-year minimum. The Court of Appeal refused this week to hear the appeal. In papers sent to the court, O'Dowd said he had not appealed earlier because he had been under the impression that work was still being done on his case.
His non-parole period was imposed when the law that brought in minimum non-parole periods was new, and he said he wanted to see how his period compared with later cases. The Court of Appeal said there was no good reason to extend the time for O'Dowd to file his appeal by more than eight years.The 13-year non-parole period was justified, it said. No motive for the two-hour onslaught of kicks and punches on Mr Tuau had emerged at the trial.
