A repeat sex attacker, who was caught on a service station surveillance video stalking his latest victim, has been locked away indefinitely. Robert Edward Sterling Rangi, 32, of Mt Roskill, was filmed tracking and trailing a 19-year-old Chinese student before violently attacking her as she walked up the driveway to her home in Mt Roskill. Rangi earlier pleaded guilty to aggravated injury to the girl, assault with intent to commit sexual violation, forcing her to perform oral sex, and digital penetration.
Justice Patrick Keane, in the High Court at Auckland yesterday, imposed preventive detention with a minimum of five years, saying the offending was "startlingly similar" to Rangi's rape of an 18-year-old in Kaitaia in 1989 after she too was stalked and pursued. He also has a conviction for the attempted sexual violation of a seven-year-old girl in Kaitaia the following year. Prosecutor, Todd Simmonds, told the judge it was "truly wicked offending" which deserved preventive detention.
"In both cases (this one and the 1989 attack) Rangi has essentially stalked a young woman as she walked home at night. "In both cases he caught up to his victim before brutally assaulting and sexually violating her," Mr Simmonds told Justice Keane. Rangi, who had been "bingeing" on drugs and alcohol, started pursuing his most recent victim after he was thrown out of the Richardson Tavern in Mt Roskill on May 7 last year. Mr David Niven, who represented Rangi, said the psychiatric and psychological reports did not support a conclusion that Rangi would offend again in this way if he was given a finite term.
But Justice Keane said that despite a lapse of 12 years, there was a startling similarity in the offending and a pattern which was "chilling". That suggested that when disinhibited through drugs and alcohol, he had a propensity to act in a predictable way. "Although the manifestations might be relatively rare, when they happen, young women are placed at very high risk and suffer terribly," the judge said. The victim had since abandoned her studies and returned to China.
